Its low odds of winning, however, make it a risky and unreliable approach to wealth creation. It can also have negative social impacts, especially in low-income communities, where individuals may be more likely to spend money on tickets despite the odds and are more prone to financial difficulties due to mismanagement of lottery winnings.<\/p>\n
Lotteries are a classic example of government policy being made piecemeal and incrementally, with little or no general overview.
