This strategy has proved to be a good way of maintaining steady growth in revenues, and the fact that so many people buy tickets makes it a relatively low-risk way for governments to raise funds.<\/p>\n
The casting of lots has a long history in the West, including several instances recorded in the Bible, but making decisions and determining fates by lottery for material gain is a much more recent development.
